Elsa and Ashleigh are a dynamic team with over 15 years combined consulting experience and an additional 15 years of government and legal experience. We have deep, expansive knowledge across the health, aged care, social services and education sectors and a history of delivering impactful projects that make a difference.
Our directors have worked on significant and long-term government reforms and reviews across a range of sectors, clients and subject matters. Together they have completed over 255 projects.

Elsa is a lawyer and regulatory expert with extensive experience in reviewing and drafting complex legislative schemes. She excels at guiding clients through the intricacies of regulatory and legislative reform, with a strong focus on both the design and implementation phases. Known for her precision, thorough legal knowledge and insightful advice on complex issues, Elsa is a trusted partner for navigating challenging legislative and reform landscapes.
With a proven track record of delivering impactful solutions for her clients, Elsa offers end‑to-end support across the policy and legislative cycle. She is able to meticulously advise clients on strategy, policy design and legislative reform, facilitate legislative drafting processes and support successful implementation.
Before co-founding Kin and Co Consulting, Elsa spent over nine years in consulting, contributing to high-profile government reviews and reforms across sectors such as aged care, medical indemnity, industrial chemicals, gene technology, tobacco control and VET. She also brings eight years of experience in the government sector, having held in-house legal and policy advisory roles. Elsa is an aged care expert with over 15 years advising on all aspects of the aged care system, policy and legislation.

With over seven years consulting experience, Ashleigh has worked with government and non-government clients across aged care, education and health.
In her previous role, Ashleigh led a number of major reviews and evaluations, including the recent national review of general practice accreditation arrangements and the five-year review of the bi-national Health Star Rating program. Ashleigh’s scientific background equips her with the ability to analyse large volumes of information and succinctly distil it into clear, compelling narratives. She is an excellent writer, delivering clear reports that are easy to read and underpinned by a strong narrative and evidence-base.
Ashleigh has supported numerous clients to review and enhance their regulatory processes. She is skilled at translating complex regulation into actionable, practical guidance for both government and regulated entities. Ashleigh also has expertise in quality systems and standards, having supported numerous clients to develop standards and audit methodologies that drive quality service delivery.
Prior to her consulting career, Ashleigh worked in government, supporting the Commonwealth to deliver major aged care reforms and design a new humanitarian settlement program. She enjoys working on programs and policies that make a tangible difference to the lives of vulnerable populations.
